The ARRL has proposed a change in the bandplan for Amateur Radio in the United States based on bandwidth. See http://www.arrl.org/announce/bandwidth.html for details.

The proposal, if adopted by the FCC could create some far-reaching changes in amateur radio operations, so it deserves the attention of every U.S. amateur.
If the ARRL has its way, you'll hear a lot of this in the bands! Can you imagine trying to work QRP, SSB or any other mode when this stuff comes online while you're in QSO?
The way the proposal seeks to rewrite 97.221, not only will it be possible for Pactor-III to be used in the phone bands, but also the current FCC safeguards are removed that currently do not allow Pactor-II to be used in the phone bands.
On has to wonder if the ARRL Board is derelict in endorsing the plan without fully understanding it.
As of this writing of this page(September 28, 2004) few of the ARRL District Web Pages mention the proposal.
Some ARRL directors are either unaware of the dissenting report on the proposal, or are simply hostile to any questions about their actions.

A major point made in the Dissenting
Recommendation is that it is NOT a band plan, because any band plan
affecting ALL interests should be created by a committee representing ALL
interests
